Lužická Nisa FS project
Reconstruction of Water Preparing Plant and Waste Water Treatment Plant, reconstruction and completion of the sewage system in the basin of the river Lužická Nisa
Project is financed by the European Union as a part of the Cohesive Fund, project number CCI 2004/CZ/16/C/PE/004, by the Czech State Environmental Fund and by the own resources of Severočeská Vodárenská společnost a.s. Teplice.
Project information
The project goal is to put the water management infrastructure in the accordance with the European legislation as well as with the new legislation of the Czech Republic, i.e. in connection with the group of measures No. 2 – Sewage water and No. 3 – Sewerage system it means above all to reach a fulfilment of quality indexes defined by the legislation in the urban waste water treatment directive ( the Council Directive 91/271/EHS). Together with implementation of both group of measures Severočeská Vodárenská společnost will get closer to fulfilment of strategic goals mentioned in Company Business Plan for the year 2010.
Implementation costs for the whole integrated project of Lužická Nisa amount to 31,3 million Euro. Due to a decision of the European Commission the project was supported by the Cohesive Fun in the amount of 20 733 840 Euro and the next 35 million Czech crowns will be provided by the Czech State Environmental Fund. SVS will share the costs of a remaining part.
Integrated project of „Lužická Nisa“ is divided into three subprojects :
Group of Measures No. 1 – Drinking water
The contract work agreement was signed with the successful candidate – Association of SMP CZ, Sogea-Satom for the group of measures No.1 – Drinking water in August 2006.
The group of measures – Drinking water deals with water works reconstruction in Souš which will lead to the implementation of the Water Quality Directive destined for humand needs (the Council Directive 98/83/ES). In this respect the main important objects of reconstruction will be filtration units (sand filtr), sludge management reconstruction, expansion of clarified water storage ( up to 2400 square meters – nowadays probably 1600 square meters) and chemistry management reconstruction. At the same time there will be also reconstruction of the electric current distribution point, water works´ control room, water works in itself but also the auxiliary plants and communications.

Group of measures No. 2 – Waste water
The contract work agreement was signed with the successful candidate – Association of WWTP Liberec (which is the association of the companies SYNER, Ltd. Liberec and OHL ŽS Inc.) for Group of measures No.2 – Waste water.
The main subject of this group of measures is reconstruction of the urban waste water treatment plant (WWTP) in Liberec which has served 12 years for municipal wastewater purification from Liberec and the immediate vicinity. WWTP with the current capacity of 122 thousand EI (equivalent inhabitants) has not come into service until 1994, but it doesn´t fulfil the attributes defined by the The Council Directive 91/271/EEC concerning urban waste-water treatment. Together with progressive connecting of other pollution makers to the sewerage systém and after the liquidation of the old septic tanks especially in the centre of Liberec and Jablonec city , the waste water supply to the sewage plant will increase up to the amount of 190 thousand EI. Reconstruction will deal with mechanical part of the sewage plant, concretely grit and sand catchers, ………….., but also mechanical-biological section. In succesive steps all six bio lines, objects of sludge and gas management will be rebuilt and the new control system ensuring an optimal operation of waste water treatment plant will be installed. Reconstruction will be done in the working conditions, in stages and maximum half a day outages are planned.

Group of Measures No. 3 – Sewerage system
The contract work agreement was signed with the successful candidate – Association of ŽS Brno – Syner (association of the companies OHL ŽS, s.r.o Liberec and SYNER s.r.o. Liberec) for group of measures No.3 – Sewerage system in April 2006.
Association of WWTP Liberec (which is the association of the companies SYNER, Ltd. Liberec and OHL ŽS Inc.) for Group of measures No.2 – Waste water.
The main subject of this group of measures is completion of sewerage in agglomeration of Ústí nad Labem – Jablonec nad Nisou. It includes six sub shares in the city of Liberec, two sub shares in the city of Jablonec nad Nisou, completion of sewerage system in Stráž nad Nisou and construction of stormwater sewers. Altogether the reconstruction and completion of sewerage system is in total length of 11,8 kilometers and construction of stormwater sewers is in the total volume of 3 655 square meters.
